With reference to my letter of the 23rd ultimo, I am directed by the Marquess of Lansdowne to transmit to you, to be laid before Mr. Secretary Lyttelton, a copy of a despatch from His Majesty's Chargé d'Affaires at Washington, enclosing the Convention establishing a Parcel Post Service between Hong Kong and the United States of America, which he signed with the United States Postmaster-General on the 21st ultimo.

The Convention has been checked by this Department, and has been found to correspond with the text of the Parcel Post Convention concluded between the Windward Islands and the United States of February 24th, 1892. I am to enclose it for inspection and return, and to state that Lord Lansdowne now proposes, with Mr. Lyttelton's concurrence, to publish it as a Parliamentary Paper in the Treaty Series.
